Please Sen. Mikulski

Dear Senator Mikulski,

        As a constituent whom you represent in the Senate, I am writing to schedule an appointment. I am the former Chief Psychiatric Consultant for the FBI (MPERT-FBI) and the president of Doctors for Equal Rights for Mental and Physical Pain.

        I am baffled and concerned that my emails to you are not getting through. I have not received any response to my voicemails, either. My wife, Judith, and my friend, Prof. James Fetzer, have not heard back from your office while I was in prison.

        It would not be surprising in other cases but they make repeated efforts to reach you by way of your scheduler. I was incarcerated at Federal Medical Facility, Butner, NC. During the four months of my incarceration, I discovered many serious problems.


1. Excessive use of power by slamming a fragile 24 yearl old mentally ill, wounded marine (Jackson Lopez Brann, DOB 5-19-1990. SSN -----5957), heavily medicated by Haldol injections, experiencing medication side effects including insomnia, parkinsonism, and akathisia. Sending the marine to the hole for failing to follow instructions properly.
2. Dr. Paul Kelly a retired Air Force colonel has been getting  daily insulin injections without appropriate monitoring of blood glucose levels. 

3. Anthony Valentine  a pre-trial evaluee has been coerced to work for $.75 per day (slave labor?). 
4. Marine Jackson  recently flown from Iraq as a wounded soldier was physically assaulted by staff. 
5. Andrew Patterson a young black man from Chicago spent one year at FMC Butner without being seen by a doctor. 
6. Leon a Mexican-American from Arizona arrested and shipped to  FMC Butner just because he looked Mexican (technical error?). Five inmates, including Leon and I, received cruel and unusual punishment for filing HABEUS CORPUS.

7.Fire drills without informing of frightened patients behind bars of their training objective
8. Fire extinguishers absent with written directives to where the patients must go to find one. Places are not accessible and are locked - therefore are not useful.
9. Fire Danger: Patients (confused and elderly too) locked behind bars most of the time at the total mercy of staff in case of fire.

10. No toilet parper or soap in public bathroom.
11. No pain medication (not even Tylenol) after oral surgery.
12. Sleep medications given prematurely at 8:00 PM.
13. No treatment for hemorroids for 5 days.

14. Cruel reprimand (verbal) with discourteous words directed at a confused psychotic man hallucinating and singing to combat voices and locking him and his cellmate for punishment. Furthermore yelling at the cellmate "I am the rule, I don;t give a d___ about the book."
15. Depriving patients of a handbook - that is clear, consumer friendly and communicates with proper English - of all the countless rules the patients must follow to avoid punishment.
16. Punishing patients for complaining about inadequate medical care.

17. Inappropriate stoppage of CPAP machine and nebulizers
18. Inappropriate stoppage of narcolepsy and ADD meds
19. Inappropriate stoppage of antiseizure medication
20. #'s 16, 17 and 18 leading to seizures and narcoleptic attacks
21. Hospital stay of 2 months with no contact with psychiatrist or psychologist
22. Hospital stay of 1 year with no contact with a psychiatrist and psychologist
23. Mixing violent criminals with helpless citizens


    These are problems deserving of your attention, where I am an expert witness and, due to conditions beyond my control, a participant-observer. It is extremely important that the nation benefit from what I have endured that it be turned into a constructive benefit.
    
    Be so kind as to schedule an appointment for us to discuss what can be done to remedy the causes of these gross abuses of medical and legal rights, which display contempt for the US Constitution and a failure of equal protection under the law. I await your response.
