PLEDGE BY THE US CONGRESS AND THE
PRESIDENT
We realize that
inhumane treatment of pretrial mentally ill patients is a routine practice in
federal psychiatric hospitals and we pledge
to humanize treatment for all.
We will end slave
labor. The refusal to work for $.75 a
day will never be used against a person in legal proceedings.
We will ban visual
examination of genitals of patients for family visits .
We will not use
psychological torture and humiliation.
